So as Matt said,these're the most interesting things of this game.Diplomacy and negotiation become much important then the traditional Risk game.

You hardly rebel against the empire alone,or you get crushed by the empire mostly;But if you're able to persuade other players to against the empire together,then you have strong backup in overthrowing the empire.

As the side of empire,you can exploit powerful force to threaten your sub not to rebel,or even instigate them to attack another regimes for you to diverting their attentions.Once you learn how to secure your sub's loyalty well,then you can maintain your empire without much troubles.

These elements're enough to create enormous political tension internally,which doesn't appear in traditional Risk game.That's why it's so interesting.

So you guys have actually played this game? You are really faced with the choice of being an independent player or part of the collective?

I don't see why anyone would choose to play the part of the Empire, that's kinda like choosing to be a referee isn't it?

Not really. The only restriction is that everyone has to agree to do something, and usually you do. If you play with deeper strategy, someone in the Empire can secretly team up (unless you play majority vote, I s'pose it's up to you) with a rebel player, rendering the Empire useless to attack. The rebel nation can only become stronger, and at some point, the double agent leaves the Empire, taking his/her share of troops, and either joining the rebel player to form another Empire, or continuing to play as an independent.

The Empire's advantage is that it's so big. The bigger it is, when you leave it, you get a larger amount of troops. The idea of the game is to be part of an Empire as long as needed, before one or more people leave it, getting their fair share of troops, and attempts to win. When the Empire has taken over the world, the reason to leave is to win the game yourself. Who wants to share in a victory when you can have it all to yourself?
